The Virginia Administrative Process Act (APA) provides the basic framework for rulemaking in Virginia. Government agency requirements include providing the public with notice of a proposed regulation and an opportunity for public comment. There are many ways the public can participate in the regulatory process. These opportunities include making a public comment, attending board meetings and public hearings, joining an ad hoc advisory committee, and submitting a petition for rulemaking. An agency's public participation guidelines sometimes provide additional information on how to participate. State and federal environmental agencies also have administrative procedures governing the procedures they rely on to enforce their regulations.
