Mr. Spaulding served as program manager for the Virginia Superfund and Voluntary Remediation programs within the Virginia Department of Environmental Quality. He then worked as a consultant to the U.S. Army Corps of Engineers and the U.S. Navy providing legal analysis for the military’s facility restoration and cost recovery efforts. His practice with the law firm of Cravens & Noll focuses on counseling and litigation services in environmental and land use law, including permitting requirements, contaminated sites, land development, real estate and business acquisitions, water quality, tanks, storm water, waste disposal, zoning, easements, and deed restrictions, as well as civil litigation.
